While originally devising solutions, the idea of adding more coast guard and police seemed like it might not be drastic enough to fix Italy's problem regarding immigration.  But after weighing the costs and benefits of all the other solutions, it is the one that makes the most sense.  This solution is the first step in stopping illegal immigration.  Ideally there could be an agreement between all European countries regarding immigration policy, but at the moment that is not possible.  For the time being, the Italian government needs to focus primarily on reducing the number of illegal immigrants in its country, once this is regulated, solving the sub problems will come more easily.
